This report outlines findings from an Ipsos MORI Social Research Institute study that attempts to assess the impact of empowerment on key outcomes. This has been done through re-analysing survey data from the New Deal for Communities (NDC) National Evaluation to explore the links between feelings of influence and actual involvement in NDC activities on wider perceptions of satisfaction with the local area, quality of life, feelings of community and trust. A forthcoming report by the NDC National Evaluation team for Communities and Local Government (CLG) will look in more detail at the issues and examine the experiences of six case study NDC areas.
Summary:
The report starts with a brief review of other recent studies on the nature and impact of empowerment. We then look at simple cross-sectional data from the NDC household survey and how this changes over time at an individual and area level (the survey has been conducted in 2002, 2004 and 2006). We go on to use longitudinal data to attempt to unpick change and impact in more detail.
